What to know first

Oregon never uses the word salesperson on the entry hanging. The live Oregon Real Estate Agency Broker Licensing page (oregon.gov/rea/licensing/get-license/Pages/broker.aspx, fetched 2026-09-02) prints the original-file bible: a broker license is the entry-level license in Oregon; a licensed real estate broker can conduct professional real estate activity as defined in ORS 696.010 while associated with and supervised by a managing principal broker. An individual can hold only one real estate license (broker, principal broker, or property manager) at a time. Age 18. High school diploma, GED, or international equivalent. The sequence is the trap: register for eLicense, apply for a broker license and pay the $300 nonrefundable application fee, receive an Applicant ID by email, THEN complete 150 hours of required broker pre-license education from an Agency-approved real estate school. Give the school your Applicant ID and full name. The school makes you eligible to take the license exam. Only courses completed on or after January 1, 2013 meet licensing requirements. Washington's 90-hour salesperson certificate and Idaho's Module 1 + Module 2 will not post as those seven named courses.

OAR 863-022-0010 (live rule text) is the hour bible: 150 clock-hours in seven courses — Real Estate Law 30 (60-question final), Oregon Real Estate Practice 30 (60-question final), Real Estate Finance 30 (60-question final), Contracts 15 (30-question final), Agency Law 15 (30-question final), Property Management 10 (20-question final), Real Estate Brokerage 20 (40-question final). Private career schools: at least 75% on each course final. In-state community colleges, colleges, and universities: minimum grade of C or equivalent. Only Oregon community colleges/colleges/universities or licensed Oregon private career schools (HECC) may offer the courses. The prelicense course of study is not eligible for continuing education credit.

PSI's Oregon Real Estate Agency Candidate Information Bulletin (test-takers.psiexams.com/orre; (833) 892-5441; bulletin 3376, fetched 2026-09-02) is the sitting bible. Examination fee $75, not refundable or transferable, valid for one exam attempt / one year. You must apply with the Agency and complete the education before you can schedule. Examination Summary Table: Broker National 80 items (80 points), 150 minutes; Broker State 50 items (50 points), 90 minutes. A score of 75% is required to pass all real estate examinations; you must score 75% or better on both sections. Pass one section and the score lives 12 months; miss the other and sit both again. 5–10 experimental items may appear; they are not scored but they count against time. Passing scores are valid for one year; the Agency can only issue while scores and background-check clearance are valid. Fingerprints at the PSI exam center after you pass in person ($61.25 = $46.25 Oregon State Police + $15 PSI processing); remote testers may print before or after. License expiration is the birth month: first license period most likely less than 24 months but no less than 13; subsequent periods 24 months.

Your path to the license

Follow these steps in order. Deadlines and affiliation requirements can make a passed exam unusable if they are missed.

  1. Register in eLicense; apply for a broker license; pay the $300 nonrefundable fee; receive an Applicant ID

    Do this BEFORE the 150 hours. The school cannot notify PSI without the Applicant ID. Verified live 2026-09-02.

  2. Complete 150 hours in seven named courses (Law 30, Practice 30, Finance 30, Contracts 15, Agency 15, PM 10, Brokerage 20)

    75% course finals at a private career school; C or equivalent at a college. Only Oregon-approved providers. Courses on or after January 1, 2013.

  3. PSI $75: national 80/150 min + Oregon 50/90 min at 75% each

    School notifies PSI. Split retake inside 12 months. Scores good one year.

  4. Fingerprints at PSI after you pass in person ($61.25 on bulletin 3376); managing principal broker adds the pending license in eLicense

    Clearance good one year. One license at a time. Email when issued.

  5. First active renewal: 2-hour Fair Housing + 2- or 3-hour LARRC + 26- or 27-hour Broker Advanced Practices (HB 3137 as of January 1, 2026)

Apply in eLicense first ($300 nonrefundable) so the school can use your Applicant ID. Only courses completed on or after January 1, 2013 meet licensing requirements. One license at a time. Out-of-state experience is a principal-broker path (certified history + 150 + 40-hour BASS), not an entry-broker waiver of the seven named courses.

Character review
ORS 696.022: only a person who is trustworthy and competent to conduct professional real estate activity can get a license. The law does not list specific criminal offenses that automatically bar a license (live background-check page). Disclose everything; failing to disclose may result in denial. Having a record does not automatically prevent licensure — the Agency reviews individually.
Background process
Started by the eLicense application questions plus PSI digital fingerprints ($61.25 on bulletin 3376). OSP + FBI. About 2 weeks typical. Clearance good one year.
Experience
No licensed experience for the entry broker license. A managing principal broker must add the pending license into the business in eLicense before issuance. Principal broker later: three years of active real estate license experience plus the 40-hour BASS course.
Broker affiliation
Live Broker Licensing page: associated with and supervised by a managing principal broker. A license is issued when the background check clears, the new managing principal broker adds the pending license into the business in eLicense, and the Agency completes a final review. You will receive an email when the license is issued. An individual can hold only one real estate license at a time. Registered business names are a principal-broker product. The $300 application / $300 active-renewal / $150 inactive-renewal rows are the dollars the live pages actually list. Do not invent a recovery-fund add-on.

Mistakes that delay applicants

  • Starting the 150 hours before the eLicense $300 application

    The school cannot notify PSI without an Applicant ID. The $300 is nonrefundable. Sequence is the trap.

  • Calling it a salesperson license, or filing a Washington 90 as the seven named Oregon courses

    Live page: broker is the entry-level license. OAR 863-022-0010 names seven courses. A 90-hour blob will not post.

  • Treating 75% as 60 of 80 national without sitting the 50-item Oregon paper

    Both sections at 75%. State is 50 items in 90 minutes. Disclosed limited agency, water rights, ORS 92, construction liens.

  • Passing one section and waiting more than 12 months

    Sit both again. Scores and fingerprint clearance each live one year; the Agency cannot issue on an expired score or an expired print.

  • Skipping the managing principal broker eLicense add, or trying to hold two license types

    Issuance waits on that add. One license at a time. Inactive means no professional real estate activity.

  • Treating first renewal as 30 generic electives

    First active renewal on or after January 1, 2026 wants Fair Housing 2 + LARRC + Broker Advanced Practices (26 or 27), plus the proficiency assessment inside the AP final. Later renewals swap AP for electives to 30 and still take Fair Housing + LARRC.

  • Mailing the Agency at 530 Center Street because the PSI bulletin still prints it

    Moved September 2025 to 775 Summer St NE, Suite 330 (State Lands Building). Live pages win.

  • Banking extra CE hours into the next cycle, or skipping certificate retention

    No carryover. Keep certificates 3 years from the renewal date. eLicense entry is not a substitute for the paper certificate in an audit.

  • Calling Pearson, or sitting an Idaho scaled-70 paper, for an Oregon score

    Oregon real estate is PSI under bulletin 3376 at 75%. Idaho Pearson will not post to eLicense.

  • Reading Oregon water rights, tenancy by the entirety, or disclosed limited agency as extra-credit trivia

    They are scored state items. This paper cannot be renamed to a salesperson-title state.

Out-of-state licensees who want a principal broker hanging follow the live Principal Broker Licensing out-of-state path: certified license history, 150-hour broker pre-license course of study, 40-hour BASS, PSI principal-broker paper, fingerprints. The seven named Oregon courses are not waived for entry broker just because another state issued a salesperson certificate. Confirm any education-waiver product on the live REA site rather than importing a Washington or Idaho waiver sentence.

Washington: 90-hour salesperson, DOL, Pearson. Idaho: Module 1 + Module 2 (45+45), Pearson $83 scaled 70. California: salesperson title, 135 hours, Pearson. Nevada: 120 hours, sales agent language. Oregon: no salesperson title, apply in eLicense ($300) FIRST, 150 hours in seven named courses with named finals, PSI $75 at 75% (80/150 min + 50/90 min), fingerprints at PSI $61.25, principal-broker supervision, birth-month 24-month cycle with a 13–24 month first period.

What is the first-renewal assessment?
HB 3137: licensees pass an assessment of license proficiency before first active renewal, embedded in Advanced Practices finals. Broker AP (OAR 863-022-0020) must show the ability to identify client-risk issues, select contract provisions that reflect the client's objectives, and identify effective communication protocols. Starting July 1, 2026 the assessments must include the specific OAR components.
