Delaware Real Estate Salesperson License requirements

Follow these steps in order. Deadlines and affiliation requirements can make a passed exam unusable if they are missed.

   Finish the 99-hour Delaware salesperson curriculum

   3 orientation + 36 sales + 33 law + 24 math + 3 review. Distance learning allowed. You need 70 percent on each school final (math, sales, and legal). If you do not pass the Pearson exam within three attempts, you must take this course again.

   Take the Pearson exam: $88, four hours, 80 national + 40 Delaware law items at scaled 70

   Pass both portions within three attempts and within one year of the course. Bring the original school certificate. Wait 24 hours before booking a retake.

   Apply in DELPROS after passing

   99-hour certificate, original score report, Statement of Broker of Record, office permit if in DE, license verifications, $149 + $25 Guaranty Fund. Drafts expire after six months. Apply within 12 months of the course or add prorated CE.

4. 4

   Complete 12-hour new-salesperson modules within 90 days of issuance

   3+3+3+3. Not required for reciprocal licensees. These are in addition to the 21-hour / 7-module renewal CE and are audited with it.

Minimum age

18 years old

Identification

A Social Security number is required. An ITIN is not confirmed as a substitute.

Residency and identification

Delaware residency is not required. What you need is a Delaware-licensed broker of record and, if the office is in Delaware, an active office permit (DPR salesperson page; 24 Del. Admin. C. 2900 § 2.2.3). Reciprocal applicants sit the Delaware-law Pearson portion and then complete either the Delaware-law portion of the pre-licensing course, another jurisdiction’s salesperson course of at least 99 hours, or three years of continuous licensure plus 20 sales or lease transactions (timeshare and property management do not count).

Qualifying education

Commission-accredited 99 hours: Orientation 3; Real Estate Sales 36 (brokerage/agency 3, listing procedures 3, sales/offer writing 6, financing 6, CMA 2, construction 2, property management 1, fair housing 3, ethics 3, environmental 3, wood-destroying insects 1, examination 3); Real Estate Law 33 (license law 3, interests 3, forms of ownership 3, legal descriptions and title 3, contracts 3, financing legal aspects 3, leases / Landlord-Tenant Code / Agricultural Lease Act 3, subdivision and zoning 3, settlement 3, tax aspects 3, examination 3); Real Estate Mathematics 24; Review 3. Distance education is allowed for the entire 99 (2925-5.6). School finals 70 percent in math, sales, and legal. Instructors must include a Delaware real-estate attorney, a practicing Delaware broker or associate broker, and a mathematics instructor, each with five years in the specialty (2925-5.14). A specialist may teach no more than 10 of the 99 hours. Maryland’s 60, Pennsylvania’s 75, and New Jersey’s 75 hours do not satisfy this 99.

Education or filing deadline

Apply for licensure within 12 months of completing the salesperson pre-licensing course (2900 § 2.1.3). After 12 months, submit prorated CE under § 14.3. Failed-portion Pearson retakes must be completed within one year of completing pre-licensing (handbook). You get three total attempts; after that, retake the entire 99-hour course (§ 2.1.2). DELPROS drafts expire after six months. New-salesperson modules are due within 90 days of issuance.

Character review

24 Del. C. § 2907 plus Commission review. 24 Del. Admin. C. 2900 § 16.0 lists crimes substantially related to the practice of real estate services. Disclose convictions and out-of-state license history. License verifications from every jurisdiction, dated within 30 days of application, mailed by those jurisdictions.

Background process

The DPR salesperson page and the official fee schedule do not list an IdentoGO service code or fingerprint fee. The character review is based on your disclosures, license history, and Commission review of crimes listed in 2900 § 16.0. Fingerprints taken for Maryland or Pennsylvania do not automatically satisfy Delaware. Follow whatever attachment DELPROS currently requires on the salesperson application.

Experience

No licensed experience is required for a salesperson license by examination. The three-year reciprocal path requires 20 sales or lease transactions (not timeshare, not property management). You must be affiliated with a Broker of Record to practice.

Broker affiliation

Statement of Broker of Record signed by the employing Delaware-licensed broker of record. If the office is physically in Delaware, that office must have an active office permit. Original examination applicants affiliate with that broker as part of the DELPROS application; it is not optional. A salesperson cannot be a broker of record.

Maximum three attempts to pass both portions (24 Del. Admin. C. 2900 § 2.1.2). If you use all three attempts without passing, you must retake the entire 99-hour course before Pearson will schedule you again. Retake only the failed portion, within one year of completing pre-licensing (handbook). Wait 24 hours before booking a retake. $88 per sitting. Cancel at least 48 hours in advance. Client Waiver required before scheduling a state-only sitting for out-of-state licensees.

  Paying for a fourth Pearson attempt without retaking the 99-hour course

  2900 § 2.1.2. After three attempts, you must retake the course; there is no fourth sitting. The same three-attempt limit applies to broker exams (§ 3.1.3).

  Letting a failed-portion retake go past one year from the course

  Per the handbook, retake the failed portion within one year of completing pre-licensing. After that, the one-year education deadline works against you, not just the attempt count.

  Skipping the 12-hour modules because 21-hour CE is already on the calendar

  The 12 hours are extra, due in 90 days, not required for reciprocal licensees, and audited (2900 § 14.13.2).

  Counting timeshare or property-management deals toward the 20-transaction reciprocal path

  DPR and 2900 § 5.1.2: they are not eligible sales or lease transactions.

  Starting DELPROS and letting the draft sit six months, or applying before passing

  Draft applications expire after six months. The salesperson page is explicit: apply after you have passed, with the score report, 99-hour certificate, and Statement of Broker of Record.

  Treating Maryland’s 60 hours plus ethics or Pennsylvania’s 75 as Delaware’s 99

  Reciprocity requires the Delaware-law exam portion plus a 99-hour course from another state, the Delaware-law portion of the course, or three years plus 20 transactions. A 60-hour Maryland certificate does not qualify unless it is actually 99 hours.

Delaware has no named-partner reciprocity list. If you hold an active salesperson license in another jurisdiction, you sit the Delaware-law Pearson portion (with a Client Waiver for the general portion) plus (a) the Delaware-law portion of the pre-licensing course, or (b) another jurisdiction’s salesperson course of at least 99 hours, or (c) three years continuous licensure plus 20 sales or lease transactions (not timeshare, not property management) on the Sales or Lease Transaction Listing form. Reciprocal licensees skip the 12-hour new-salesperson modules (2900 § 14.13). Pocket cards are not license verifications; those letters come from the other jurisdiction, dated within 30 days.

Delaware vs neighboring states

Hours are the pre-license total printed in each guide; states that count credits or named courses show “See guide.” Published state fees add the application, exam, initial-license, and fingerprint amounts the guide can cite — tuition is not included.

How many pre-license hours, and can they be online?

99, in a 3/36/33/24/3 split (24 Del. Admin. C. 2925-5.4). The total 99 may be taken through distance education (2925-5.6). If you do not pass both Pearson portions within three attempts, you must retake the entire 99-hour course (2900 § 2.1.2).

What are the exam fee, format, and passing score?

Per Pearson handbook #090800: $88, four hours combined. The salesperson exam has 80 national + 40 Delaware law items, with a scaled 70 required on each, plus 5 pretest items on the national portion and 10 on the state portion. You get three attempts, then must retake the course. Failed-portion retakes must be within one year of the course, with a 24-hour wait.

What are the 12-hour modules?

Effective May 1, 2022, new (non-reciprocal) salespersons complete 12 hours within 90 days of issuance: 3 professional standards, 3 agreement of sale/buyer representation, 3 documents/seller representation, 3 professionalism (2900 § 14.13). These are in addition to the 21-hour / 7-module renewal CE and are audited with it.

What does DELPROS cost?

Salesperson original $149 plus Guaranty Fund $25 on the DPR fee schedule. Processing fees are non-refundable. Draft applications expire after six months. Apply after passing, not before.

Is there reciprocity?

When does the license expire, and what is CE?

April 30 of even-numbered years. 21 acceptable CE hours in 7 named 3-hour modules (agency/fair housing, professional standards, documents, office management, legislative issues, practices, elective). Completing an approved Delaware broker’s licensing course satisfies Modules 1–7 for that biennium.

Do I need IdentoGO fingerprints?

The DPR salesperson page and fee schedule do not list an IdentoGO code or fingerprint fee. Follow the DELPROS attachment list. License verifications from every jurisdiction are required.
