What to know first

Delaware is a 99-hour state with a three-attempt fuse, and both of those numbers live in regulation rather than a school blog. 24 Del. Admin. C. 2925-5.4 splits the accredited salesperson pre-licensing course into Real Estate Orientation (3 hours), Real Estate Sales (36), Real Estate Law (33), Real Estate Mathematics (24), and a review (3) — 99 hours minimum. Distance education is expressly allowed for the entire 99 (2925-5.6). A clock hour in a school setting is 50 minutes of contact plus a 10-minute break (2925-5.8). School finals are 70 percent in mathematics, 70 in sales, and 70 in legal, with at least one retake in each area before the school documents failure (2925-5.19–5.20). A math pretest at 80 percent can exempt a student from the 24-hour math block (2925-5.9.4) — that exemption is a school product, not a Pearson waiver.

Pearson VUE Candidate Handbook #090800 (January 2026) is the seating bible: $88 paid at reservation, payment not accepted at the test center, four hours to complete the combined sitting, walk-ins not available. The Delaware state content outline (effective June 1, 2020) builds the salesperson law paper to 40 scored items plus 10 pretest; the national/general paper (effective April 1, 2025) is 80 scored plus 5 pretest. Passing is a scaled 70 on each portion. Numeric scores print only for failing candidates. 24 Del. Admin. C. 2900 § 2.1.2 and the handbook agree on the fuse: pass both the general and State portions in no more than three attempts, or retake the entire 99-hour course. Failed-portion retakes must land within one year of completing pre-licensing; reservations for reexamination cannot be made at the test center; wait 24 hours before booking. Bring an original Delaware school certificate. Out-of-state licensees who want only the Delaware law paper complete Pearson’s Client Waiver before scheduling.

Apply in DELPROS after you have passed — not before. Draft applications die at six months if not submitted. Attach the 99-hour certificate, the original Pearson score report, the Statement of Broker of Record signed by a Delaware-licensed broker of record, and, if the office is physically in Delaware, an active office permit. License verifications from every jurisdiction in which you have ever been licensed must be sent by those jurisdictions. DPR’s fee schedule prices the salesperson original at $149 and the Guaranty Fund at $25 (24 Del. C. § 2907(g); the Fund fee is a financial prerequisite). Effective May 1, 2022, newly licensed individuals other than reciprocal licensees complete 12 hours of named new-salesperson modules within 90 days of issuance: 3 professional standards, 3 agreement of sale and buyer representation, 3 documents and seller representation, 3 professionalism (2900 § 14.13). Those 12 are in addition to the 21 hours in seven modules required to renew, and they are included in the CE audit. Licenses expire April 30 of even-numbered years.

Your path to the license

Follow these steps in order. Deadlines and affiliation requirements can make a passed exam unusable if they are missed.

  1. Finish the 99-hour Delaware salesperson curriculum

    3 orientation + 36 sales + 33 law + 24 math + 3 review. Distance allowed. School 70 percent in each of math, sales, and legal. Three Pearson fails and you take this course again.

  2. Sit Pearson — $88, four hours, 80 national + 40 Delaware law at scaled 70

    Both papers inside three attempts and inside one year of the course. Bring the original school certificate. 24-hour retake wait.

  3. Apply in DELPROS after passing

    99-hour certificate, original score report, Statement of Broker of Record, office permit if in DE, license verifications, $149 + $25 Guaranty Fund. Drafts die at six months. Apply within 12 months of the course or add prorated CE.

  4. Complete 12-hour new-salesperson modules within 90 days of issuance

    3+3+3+3. Not reciprocal. In addition to 21-hour / 7-module renewal CE, and audited with it.

A Social Security number is required. An ITIN is not confirmed as a substitute.
Residency and identification
Delaware residency is not the tell; a Delaware-licensed broker of record and, if the office is in Delaware, an active office permit are (DPR salesperson page; 24 Del. Admin. C. 2900 § 2.2.3). Reciprocal applicants sit the Delaware-law Pearson paper and then either the Delaware-law portion of the pre-licensing course, another jurisdiction’s salesperson course of at least 99 hours, or three years of continuous licensure plus 20 sales or lease transactions (timeshare and property management do not count).

24 Del. C. § 2907 plus Commission review. 24 Del. Admin. C. 2900 § 16.0 lists crimes substantially related to the practice of real estate services. Disclose convictions and out-of-state license history. License verifications from every jurisdiction, dated within 30 days of application, mailed by those jurisdictions.
Background process
The live DPR salesperson page and the official fee schedule do not print an IdentoGO service code or fingerprint dollar. Character is disclosure, license history, and Commission review of crimes listed in 2900 § 16.0. A leftover Maryland or Pennsylvania print is not automatically a Delaware product. Follow whatever attachment DELPROS currently names on the salesperson application.
Experience
No licensed experience for salesperson by examination. Reciprocal-by-three-years wants 20 sales or lease transactions (not timeshare, not property management). Broker of Record hang required to practice.
Broker affiliation
Statement of Broker of Record signed by the employing Delaware-licensed broker of record. If the office is physically in Delaware, that office must have an active office permit. Original examination applicants hang under that broker as part of DELPROS, not as an optional afterthought. A salesperson cannot be a broker of record.

The licensing exam

Combined sitting: four hours, $88 for one portion or both. Salesperson General: 80 scored + 5 pretest. Salesperson Delaware Law: 40 scored + 10 pretest. Passing is scaled 70 on each. Recovery fund

Guaranty Fund under 24 Del. C. § 2907(g). DPR fee schedule: $25. A financial prerequisite for licensure (2900 § 3.3 for associate-broker/broker; the salesperson original collects it in DELPROS). It is not required again if already paid when obtaining the salesperson license. It is not E&O.

Mistakes that delay applicants

  • Third fail and paying Pearson again without retaking the 99-hour course

    2900 § 2.1.2. The course is the reset, not a fourth sitting. The same three-attempt fuse applies to broker papers (§ 3.1.3).

  • Letting a failed-paper retake age past one year from the course

    Handbook: retake the failed portion within one year of completing pre-licensing. After that the education clock, not just the attempt count, is against you.

  • Skipping the 12-hour modules because 21-hour CE is already on the calendar

    The 12 are extra, due in 90 days, not reciprocal, and they are audited (2900 § 14.13.2).

  • Counting timeshare or property-management deals toward the 20-transaction reciprocal path

    DPR and 2900 § 5.1.2: they are not eligible sales or lease transactions.

  • Starting DELPROS and letting the draft sit six months, or applying before passing

    Draft applications die at six months. The salesperson page is explicit: apply after you have passed. Score report plus 99-hour certificate plus Broker of Record.

  • Treating Maryland 60-plus-ethics or Pennsylvania 75 as this 99

    Reciprocity wants a Delaware-law paper plus a 99-hour sister course, a Delaware-law slice, or three years plus 20 transactions. A 60-hour Maryland certificate is none of those unless it is actually 99 hours.

How Delaware is different

Maryland salesperson pre-license is 60 hours plus 3 ethics. Pennsylvania is 75, Pearson 80/40 at 75 percent. New Jersey is 75. Virginia is 60. Delaware is 99 hours in a named 3/36/33/24/3 split, distance allowed, Pearson $88 for a four-hour combined sitting of 80 national and 40 Delaware law at scaled 70, a three-attempt fuse that resets only by retaking the 99-hour course, DELPROS after passing at $149 plus $25 Guaranty Fund, 12-hour new-salesperson modules within 90 days, and 21-hour seven-module renewal on an April 30 even-year cliff. Maryland’s 60-plus-ethics package is not this 99.
