What to know first
The District of Columbia is a city-state, not a county grid, and that fact is on the exam. There is no county recorder and no county commission. Deeds, deeds of trust, and related instruments go to the District of Columbia Recorder of Deeds. Fair housing is not the seven federal classes plus a local flyer — 17 DCMR 2609.1 and the Human Rights Act of 1977 (D.C. Official Code §§ 2-1401.01 et seq.) add personal appearance, family responsibilities, political affiliation, source of income, matriculation, place of residence or business, and the rest of the District list on top of race, color, religion, national origin, sex, age, marital status, sexual orientation, and disability. Tenant Opportunity to Purchase Act (TOPA) and District Opportunity to Purchase Act (DOPA) sit on the property-manager state outline and in CE catalogs because they actually move residential deals here. A Maryland 60-plus-ethics certificate is not this 60 unless it is a DCREC-approved Principles and Practices of Real Estate for Salespersons course.
The license you are chasing is a salesperson license issued by the DC Real Estate Commission through the Department of Licensing and Consumer Protection. Original applicants complete a 60-clock-hour DCREC-approved course (17 DCMR 2602.3), sit PSI for both the national and DC papers, and file the license application with fees within six months of passing. Miss that fuse and 17 DCMR 2602.5 makes you sit again. PSI's Candidate Information Bulletin, copyright 2026, updated 6/3/2026, is the live sitting: $79 whether you take one portion or both, non-refundable, valid one year from payment. Salesperson General is 80 items (80 points) in 120 minutes; Salesperson State is 30 items (30 points) in 90 minutes; combo is 110 items in 210 minutes. Endorsement and reciprocity applicants sit the DC paper only and must score at least 75 percent. Failed portions must be passed within six months of the first attempt.
DLCP's own fee table is the money, not a school cart: application $65, salesperson license $130, and "in addition, a fee of $60.00 shall be submitted for the Real Estate Guaranty and Education Fund included in the licensee fees." Application fees are not refundable even if you withdraw or are found unqualified (D.C. Code § 47-2853.10). Salespersons expire August 31 of odd years; brokers, companies, and property managers expire February 28 of odd years. The 2023–2025 CE map is 15 hours for salespersons — 3 DC Fair Housing, 3 DC Ethics, 3 DC Legislative Update, 3 Property Management, 3 electives. Newly licensed salespersons are exempt from CE for the remainder of the cycle in which the license is obtained, but they still have to renew when that cycle ends.
Reciprocity is not a 50-state chart. The PSI bulletin's reciprocity track is brokers or salespersons currently licensed in Virginia; brokers currently licensed in Maryland; and Maryland salespersons licensed from 1996 to present. That track wants a 3-hour DCREC-approved DC Fair Housing course, an original letter of certification dated within 90 days (pocket cards are not accepted), DC regulations study, and the DC paper only. Endorsement is everyone else — any jurisdiction other than Maryland or Virginia, plus Maryland salespersons licensed before 1996 — plus a 3-hour DCREC Fair Housing course, meet-or-exceed of the District's 60 hours, the DC paper at 75 percent, and the same 90-day sealed letter. DLCP's live commission page also lists a 3-hour DCREC Property Management course on both endorsement and reciprocity checklists. All DC licensed salespersons must be affiliated with a DC licensed broker.
Your path to the license
Follow these steps in order. Deadlines and affiliation requirements can make a passed exam unusable if they are missed.

Finish the 60-hour DCREC-approved Principles and Practices course
Use a provider on the current DCREC approved-course list (2023–2025 list titles it Principles and Practices of Real Estate for Salespersons — 60 Hours). Endorsement/reciprocity: equivalent hours plus 3-hour DCREC Fair Housing and 3-hour DCREC Property Management.

Endorsement and reciprocity certification letters must be original, dated within 90 days, with the official seal. Pocket cards and license copies are not accepted.

- 17 DCMR Chapter 26 character and fitness. Disclose what a certification letter will print. Non-disclosure is independently disqualifying. 17 DCMR 2609.1 is the ethics rule that incorporates the Human Rights Act of 1977.
- Background process
- DLCP's live commission page lists, for all applicants, one 2x2 passport-style photo (.jpeg), an unexpired government-issued ID, and a debit or credit card. It does not name IdentoGO or a fingerprint vendor on that checklist. PSI requires two forms of ID at the site, one a current government photo-and-signature ID whose name matches the reservation.
- Experience
- No licensed experience is required for the salesperson license. A DC-licensed broker affiliation is required to practice. Broker upgrade is a different 135-hour / two-year file.
- Broker affiliation
- All DC licensed salespersons must be affiliated with a DC licensed broker (PSI bulletin renewal section; 17 DCMR advertising rules). Transfer / license exchange / status change is $30 on the DLCP fee table. Inactive status is $130 for a salesperson. Affiliation is required to perform licensed acts, not optional branding.

Retake only the failed portion. Fee remains $79 whether one portion or both. Any failed portion must be passed within six months of the first examination attempt. Apply for the license within six months of the passing examination date or retake (17 DCMR 2602.5). Examination fees are not refundable or transferable and are valid one year from payment. Cancel at least two calendar days out or forfeit. Arrive 30 minutes early; late arrival forfeits the fee. Two forms of ID, one a current government photo-and-signature ID matching the legal name on the reservation.

Mistakes that delay applicants

Filing on day 181 after PSI
17 DCMR 2602.5 and the PSI bulletin: miss six months from the passing date and you retake the exam. The $79 PSI fee being valid for one year does not extend the six-month license-filing fuse.

The live PSI bulletin updated 6/3/2026 prices the sitting at $79 for one portion or both. Older PSI PDFs still circulating at $61.50 are superseded. Pay the catalog you book.

Treating federal Fair Housing as the Human Rights Act
17 DCMR 2609.1 incorporates the Human Rights Act of 1977. Source of income, personal appearance, family responsibilities, matriculation, and place of residence or business are District classes. A federal-only outline under-prepares the 20-item activities bucket.

Recording a DC deed at a Maryland county courthouse
The District has no counties and no county recorder. Instruments go to the DC Recorder of Deeds. TOPA/DOPA and tenant's right to purchase are on the state outline for a reason.

Renewing a salesperson license on the broker February 28 cliff
Salespersons expire August 31 of odd years. Brokers, companies, and property managers expire February 28 of odd years. Different CE: brokers have 15 mandatory hours including 3-hour Broker Supervision and no electives.

How District of Columbia is different
Maryland is 60 hours plus 3 hours of ethics, a different recovery instrument, and a different vendor history. Virginia is 60 hours through DPOR. Delaware is 99 hours with a three-attempt fuse. The District is 60 DCREC-approved clock hours, PSI at $79 for one or both papers, national 80 / DC 30, a six-month filing fuse, $65+$130+$60 Guaranty Fund, August 31 odd-year salesperson expiration, and a Human Rights Act / TOPA / Recorder of Deeds paper that neither Maryland nor Virginia writes for you. Reciprocity is a named MD/VA track, not a mutual-recognition list like Florida's.
