What to know first
A Hawaii broker license is a different legal object from the salesperson license, and the Commission will void the exam score if you skip the paperwork that makes it different. HAR §16-99-19.2 and the Real Estate Branch's own exam-candidate page: candidates for the broker examination must apply for and be granted a Broker Experience Certificate before registering with PSI. Sit without it and the score is invalidated. The Experience Certificate is not a school diploma. It is a Commission product issued after the principal broker or broker-in-charge of each firm in the look-back window signs an Experience Certification Statement, the candidate pays a $75 non-refundable application fee (BEINSTRUCT_230113), and the Commission finds three years of full-time Hawaii salesperson work inside the five years immediately before the experience application. Full-time means averaging at least forty hours a week. There is no prorata credit for part-time activity. There is no credit for inactive, forfeited, suspended, revoked, or terminated time. The arithmetic the Commission actually uses is 156 weeks (52 × 3). The certificate is valid two years from issuance and must be uploaded to PSI with the 80-hour School Completion Certificate.
The 80-hour broker prelicense is not the salesperson 60 with extra slides. HAR §16-99-36 requires eighty class hours conforming to the approved broker curriculum. The currently posted Brokers' Curriculum (appendix dated 6/5/2004; a replacement is announced as effective May 1, 2027) splits 80 estimated hours across 27 sections, with the weight on Real Estate Brokerage Administration (8 hours), Hawaii Standard Forms (7), Closing (6), Licensing Laws (5), and Condominiums / Cooperatives / PUDs / Timeshare (4). HAR §16-99-61 still requires 80 percent attendance and a passing school final; the broker certificate is also valid two years from class completion. Broker education equivalency is narrower than salesperson equivalency: a current out-of-state broker license that was active within one year, or a U.S. law degree — not a business bachelor's (HAR §16-99-37(b)).
PSI's broker sitting is harder on two axes the salesperson never sees. Passing is 75 percent, not 70 (HAR §16-99-29; PSI bulletin). The uniform portion is 75 items that can score up to 80 points in 150 minutes, because some broker items are worth two points; the state portion is still 50 items in 90 minutes; the combo is 125 items / 130 points / 240 minutes. The $61 fee is the same one-or-both price as the salesperson exam. After you pass, you still have two years from the last examination date to file the individual broker application with the original Experience Certificate, original school certificate, and the even-year $282 or odd-year $382 original fee. A broker who will operate as a sole proprietor or through a corporation, LLC, partnership, or LLP files a separate entity or sole-proprietor application on top of the individual broker license — entity originals are $486 odd / $349 even with a $343 renewal; sole-proprietor add-on is $65 then $298 to renew. Principal-broker designation, a Hawaii place of business, and BREG good-standing papers are that second file, not a checkbox on the individual application.
New broker licensees do not get the even-year CE holiday that new salespersons get. The February 2026 Informational Notice is explicit: all broker applicants and broker licensees must complete the 20-hour CE requirement (Core A + Core B + 14 electives) to renew on active status. Passing the broker exam in October 2026 does not excuse Core A and B by November 30.
Your path to the license
Follow these steps in order. Deadlines and affiliation requirements can make a passed exam unusable if they are missed.

Document 156 weeks at 40 hours before paying for school
Get Experience Certification Statements from each PB/BIC in the five-year window. File the Experience Certificate application with $75. The certificate is valid two years. Bulletin 25-02: if the PB is gone and there is no BIC, a sole-proprietor shop can leave you unable to sit.

Complete the 80-hour broker prelicense
Not the salesperson 60. Certificate valid two years from class completion. Broker education equivalency, if you qualify, is a separate Commission certificate filed before PSI registration.

Upload both certificates to PSI; pass at 75 percent

Same U.S. work-authorization and high-school rules as salesperson applicants, by the examination date.

The licensing exam
PSI bulletin effective 1/16/2026. Broker Uniform (General): 75 items, 80 points, 150 minutes — national broker items may be scored up to two points. Broker State: 50 items, 50 points, 90 minutes. Combo: 125 items, 130 points, 240 minutes. Passing is 75 percent on each portion (HAR §16-99-29). Experimental items 5–10, unscored, count against time. Uniform weights shift slightly from the salesperson outline (property management 5% broker vs 3% salesperson; financing 9% vs 10%; calculations 6% vs 7%) and add broker-only supervision, trust-account, and property-management-contract items. State buckets reweight toward contracts (7 vs 5), escrow/closing (4 vs 3), and commercial property management (broker only), with Professional Practices still 13 items including office management/supervision. Equivalency-to-uniform candidates sit only the 50-item state portion.

Same $61 / one-year payment window / two-day cancel rule as salesperson. Pass one portion, retake only the failed portion within two years of the first passed portion, and only while both the school (or education-equivalency) certificate and the Experience Certificate are unexpired. Mistakes that delay applicants

Sitting PSI before the Broker Experience Certificate exists
HAR §16-99-19.2 and the Branch exam page: failure to obtain the Experience Certificate prior to examination invalidates the score. Uploading the 80-hour school certificate alone is not enough. The BE is a Commission product, not a school printout, and it takes PB/BIC signatures plus a $75 filing.

Counting part-time or inactive years toward the three-of-five
No prorata credit for part-time. No credit while inactive, forfeited, suspended, revoked, or terminated. The Commission's own bulletin does the math at 156 weeks of 40-hour activity. A three-year wall hanging with two years of inactive status is not three years of experience.

Treating 75 percent as 70 percent
Salesperson cut is 70. Broker cut is 75 on both portions, and the uniform portion is 75 items that score 80 points because some items are worth two. Candidates who just passed the salesperson exam at 70 sometimes walk into the broker combo assuming the same line.

Using the even-year new-salesperson CE holiday on a new broker license

Opening a shop on the individual broker license alone
The individual license is the person. A sole proprietorship or entity is a second application with BREG papers, an Entity Resolution, a Hawaii place of business, and a different fee line ($65 sole proprietor; $349/$486 entity). Branch offices on another island need a registered BIC. Unlicensed brokerage activity is still unlicensed activity.

Letting the Experience Certificate or school certificate age out while you wait to test
Both are two-year documents. PSI will deny the upload if either is expired. The two-year retake window on a passed portion also requires both certificates to still be unexpired. Stack three clocks — BE, school, post-exam application — and the first one that dies kills the file.

Individual broker renewal on the posted table is the $268 salesperson/PB/BIC line. Sole-proprietor renewal is $298; entity renewal is $343. Do not confuse those lines when the person and the firm both have to renew.

How Hawaii is different
California broker is eight college-level statutory courses, two years full-time in the last five (or a real-estate degree), and a 200-question DRE exam at 75 percent. Alaska broker is age 22 and 36 months. Washington and Oregon already issued a broker credential at entry, so their "upgrade" is managing-broker / principal-broker experience rather than a second 80-hour prelicense. Hawaii keeps the salesperson title, then adds an 80-hour broker curriculum plus a Broker Experience Certificate that must exist before PSI will seat you. Sit without the BE and HAR §16-99-19.2 invalidates the score. That pre-exam certificate is the tell against states that let you test first and prove experience later.

- What is the Broker Experience Certificate, and when do I need it?

The Commission's advice is to collect an ECS when you leave a firm, not years later.
